It could be some sort of combined attack in a double battle? Like minimal damage on it’s own but when combined with another attack it would boost it radically.
Think like the grass/water/fire pledge moves, but “joust” would boost any move used after it? So it’s teammate would be the “rider” I guess?

What if “ride” or “carry” or whatever will be an HM?
Certain pokemon would be able to learn it and they could carry you around and stuff?
Fly and surf carry you distances? it’s novel but kind of silly to limit riding to one specific pokemon when I dunno, there are actual horses and stuff that could do the job as well.
No idea what it would do in battle, but hey...
